Shrinking display problems

When I close a window, my desktop shrinks slightly. This is more of an annoyance than a problem, but I understand there is a way to stop it. My system has a Riva TNT 16MB video card and Daytek 17in monitor.

You have either a poorly-designed/faulty monitor, or perhaps you just become annoyed easily. We think the problem is caused by poor power supply regulation. When an onscreen window shows a lot of bright white, the CRT's (cathode ray tube's) electron gun is drawing a high current and the HT (high tension) supply voltage drops. Closing the window replaces it with a darker background, so the gun draws less current and the voltage rises. This can cause a change in the picture size.

That's the explanation. Unfortunately, we don't know a cure - short of buying a better monitor. However, by lowering the refresh rate (from Display Properties, Advanced settings), you will make life easier for the monitor, and this might make the effect less noticeable.
